Chief Porter “Chip” R. Welch began his fire service career with the Jackson Township Fire Department in Stark County, Ohio. He was one of the founding members of the Department’s Explorer Post in 1991. Chip went on to become a volunteer and part-time Firefighter/EMT with Jackson Township.

Chip graduated from Carnegie Mellon University in 1996 with a Bachelor of Science degree in Industrial Management and Economics and a minor in Ethics. While completing his undergraduate studies, he attended paramedic school at night at the Center for Emergency Medicine at the University of Pittsburgh. He was also a volunteer with CMU’s emergency medical service, Wilkinsburg EMS, and employed by Wilkins Churchill Rescue One.

After completing his undergraduate studies, Chip moved to Columbus, Ohio to attend The Ohio State University College of Law. He graduated in 1999 and became a licensed attorney that fall. During law school and after graduation he worked part-time for Rural/Metro Ambulance and transferred to a full-time position with the Rural/Metro Fire Department at Port Columbus International Airport. For several years he managed his own private law practice and worked as a Lieutenant with the Genoa Township Fire Department.

In 2005, Chip was hired as the Chief of the Scioto Township Fire Department in Pickaway County, Ohio. In that time he graduated from the Ohio Fire Executive Program Class VI and earned his Ohio Fire Chief credentialing. He serves as the Chair of the Pickaway County Local Emergency Planning Committee, Secretary of the Fire Chief’s Association of Central Ohio, Vice-President of the Pickaway County Fire Chiefs’ Association, and Board Member of the Central Ohio Trauma System. He is the General Counsel to the Ohio State Volunteer Firefighters’ Association and a member of the International Association of Fire Chiefs’ PPACA Task Force. He is a past Trustee of the Central Ohio Joint Fire District and Past-President of the Ohio Fire Chiefs’ Association, 2013-2014.
